Briefly and without legal jargon: what this site is, what it is not, what can and cannot be done with its results.
Main thing
- Not a gambling game. The site does not organize or conduct gambling, does not accept bets, and does not pay out winnings.
- Not a lottery. Tickets are not sold, the prize fund is not formed from participants' contributions.
- Not a bookmaker or betting pool. No bets are accepted and no winnings are paid.
- Only tools. Number generators, coin, dice, selection, drawings — for entertainment, education, and organizing fair random choice.
- The decision is made by the user. Responsibility for the use of the results lies with the one who applies them.
- 18+ for poker sections. Simulators are designed for probability analysis and are not gambling.
1. Website status
ГСЧ (hereinafter referred to as the Site) is an information and entertainment service that provides access to random number generators and probability simulators. The Site is not a gambling establishment, casino, bookmaker, betting pool, lottery, or organizer of promotional events.
The organization and conduct of gambling activities in the Russian Federation are regulated by Federal Law No. 244-FZ of 29.12.2006 and are subject to licensing. The Site does not engage in such activities. The conduct of lotteries is regulated by Federal Law No. 138-FZ of 11.11.2003; the Site does not conduct lotteries or sell lottery tickets.
2. No bets, contributions, or payments
The Site does not provide: accepting money as bets, forming a prize fund from participants' contributions, paying out winnings, selling lottery tickets, as well as any financial operations related to the results of generators.
All results produced by the tools are abstract values and do not create any rights for the user to receive money, property, or other benefits from the Site.
3. Draws and the organizer's responsibility
The "Prize Draw" tool is a means of randomly selecting winners. The organizer of such a draw is exclusively the user who conducts it. The user independently ensures that their event complies with the legislation of the Russian Federation, including:
- Federal Law No. 138-FZ 'On Lotteries' — if the event, by its characteristics, is a lottery;
- Federal Law No. 38-FZ "On Advertising" — in terms of promotional activities and advertising campaigns;
- the rules of the platforms (social networks, messengers) where the giveaway is held.
The website is not a party to the relationship between the organizer and the participants, does not store lists of participants, and is not responsible for prizes, their distribution, or participants' claims.
4. Chance and lack of guarantees
Generators use the browser's cryptographic source, the entropy of user actions, and, if available, public randomness beacons (drand, LavaRand, NIST). A detailed diagram is described on the page "How a generator works".
The website does not guarantee that a specific value will be 'lucky', does not predict the outcomes of real games, lotteries, or sporting events, and does not provide financial, investment, or other advice. Any coincidences with the results of third parties are accidental.
External sources of randomness are provided by third parties 'as is'. The site is not responsible for their availability, content, or possible failures, but provides for automatic switching to its own generator.
5. User Data
Registration on the Site is not available. Participant lists, settings, and generation history are stored locally in the user's browser (localStorage) and are not transmitted to the server. They can be cleared using the 'Clear' button in the corresponding tool or through the browser's means.
To protect against automated requests, the server processes technical data: IP address (anonymized to calculate request limits), browser type, and access time. This data is not used to identify individuals and is not shared with third parties, except in cases provided by law.

Advertising materials and third-party visit counters (in particular, Google AdSense and LiveInternet), which set their own cookies according to their policies, may be displayed on the pages. The site does not manage this data.
6. Age restrictions
The service is not intended for organizing games for money. Sections with poker simulators are educational in nature and are recommended for use by adult users. If you are under 18, please do not use materials related to gambling.
7. Intellectual Property
The design, texts, and software code of the Website were created for the ГСЧ project. The generation results (numbers, combinations, lists of winners) can be freely used by users for any lawful purposes.
8. Limitation of Liability
The website is provided "as is." The administration does not guarantee uninterrupted operation, the absence of errors, or the suitability of the service for specific purposes. To the maximum extent permitted by law, the administration is not responsible for direct or indirect damages resulting from the use or inability to use the website.
9. Changes
The current version of this document is always available at /disclaimer.php. By continuing to use the Site after changes, you accept the new version.
10. Feedback
If you believe that any material violates the law or your rights, report it to the domain owner — contact details are available in the domain registration data (WHOIS). We will review the request and, if necessary, correct or remove the material.
